Living Hell: The Israeli Prison System as a Network of Torture Camps – Report by B’Tselem

Published in January 2026, this report by leading Israeli human rights organisation B’Tselem provides an updated account of the situation regarding Palestinian ’security prisoners.’

The report notes that as of Sept 2025, Israel was holding 10,863 Palestinians classified as “security prisoners.” This includes 3500 classified as “administrative detainees,” 1492 as “security convicts” (serving prison sentence) 2623 “unlawful combatants” (Palestinians from Gaza held without trial) and 3,227 “security detainees” (Palestinians against whom legal proceedings are underway but have not yet been sentenced). This includes 350 minors and 48 women. Following the ceasefire negotiations, approximately 2,000 Palestinian inmates were released, with thousands remaining in administrative detention in violation of international legal standards.

The report documents Israel’s systematic and institutionalised abuse of Palestinians in its custody, including widespread accounts of sexual violence, torture, inhumane living conditions, and medical neglect.
