LDFP statement on Trump’s ‘20-point plan’ for Gaza![]() Trump’s so-called “peace plan” for Gaza is no plan for peace. It offers only a temporary pause in the violence while denying Palestinians sovereignty, political unity and the right to self-determination. By excluding a roadmap towards Palestinian self-determination and bypassing the UN, it entrenches division and leaves the structures of occupation intact. The Liberal Democrats have long called for a just two-state solution based on international law. This plan undermines those principles and risks paving the way for more violence, not peace. Read the full statement. |

| LDFP Autumn Conference recap From 20th – 23rd September 2025, Liberal Democrat Friends of Palestine (LDFP) attended the Liberal Democrats Party Conference in Bournemouth, hosting and supporting a series of well-attended events on Palestine. Saturday 20th September – Councillor Zuffar Haq in conversation with Arwa Damon ![]() On the opening day, LDFP supported a fringe event organised by Councillor Zuffar Haq featuring Arwa Damon, former CNN Correspondent to the Middle East. Attendees were visibly moved as Arwa shared her experiences of working on the ground in Gaza and spoke about the ongoing humanitarian catastrophe unfolding in the Strip. Sunday 21st September – Topical debate and LDFP fringe event ![]() ![]() On the morning of 21st September, Conference held a topical debate entitled “Ending the Israel-Palestine war and Britain’s response to it.” The debate was proposed by LDFP Chair Anne-Marie Simpson and summated by the party’s Foreign Affairs Spokesperson Calum Miller, with additional interventions from Manuela Perteghella MP, Andrew George MP, Alistair Carmichael MP, and Richard Foord MP. Speakers called for wider sanctions and a full arms embargo to pressure Israel to change course and prevent UK complicity in the Gaza genocide. The debate also drew attention to the thousands of Palestinians held unlawfully under Israel’s administrative detention system, amid credible reports of torture and other ill-treatment. These individuals, who have invariably been seized/kidnapped by the IDF, are largely ignored by leading politicians and UK media when they call for the release of Israeli hostages. That evening, LDFP hosted a packed-out fringe event, “Israel-Palestine: Rebuilding a Pathway to Peace.” The panel featured Tayab Ali, Director of ICJP and Head of International Law at Bindmans LLP; Ben Jamal, Director of Palestine Solidarity Campaign (PSC); Emili Stevenson of Na’amod’s Strategic Leadership Team; and Ehab Omar, Co-Founder of British Palestinian Families. Panellists set out the urgent steps the UK and political parties such as the Liberal Democrats must take to confront Israel’s genocide in Gaza and end its wider campaign of ethnic cleansing, mass displacement, and dispossession across Palestine. Monday 22nd September – Annual Palestine Reception ![]() ![]() On the evening of 22nd September, LDFP co-hosted the Conference’s Annual Palestine Reception with the International Centre of Justice for Palestinians (ICJP). Delivering a keynote address, Liberal Democrat Leader Sir Edward Davey welcomed the UK Government’s recognition of Palestine but called it a ‘small step’ in the face of Israel’s ongoing atrocities, reaffirming his party’s commitment to ending the genocide in Gaza. Other speakers included Liberal Democrat Foreign Affairs Spokesperson Calum Miller MP, Tom Morrison MP, Tayab Ali, Director of ICJP, Anne-Marie Simpson, Chair of LDFP, and Ehab Omar, Co-Founder of British Palestinian Families. The event included refreshments and provided an opportunity for conference attendees to meet with likeminded individuals interested in defending and upholding international law and Palestinian human rights. It was well-attended by MPs, peers, non-governmental organisation (NGO) leaders, staffers, councillors, and other party members. Watch the speeches. |
Marwan Barghouti’s son meets Lib Dem parliamentarians![]() On 16 September 2025, Liberal Democrat MPs and Peers met with Arab Barghouti, the son of popular Palestinian leader Marwan Barghouti, who has been unlawfully imprisoned by Israel since 2002.Arab spoke movingly about the systematic abuse and ill treatment his father faces, warning of the increasing threat to Marwan’s life while he remains in Israeli custody. He also highlighted the plight of the thousands of Palestinians who have been seized and detained by Israel, often held without trial, denied access to legal representation, and subjected to degrading conditions amid credible reports of torture. Arab called on the international community to step up its response, apply meaningful pressure on Israel through sanctions, and work towards ending Israel’s unlawful system of arbitrary detention while urgently pressing for Marwan’s immediate release. The meeting was hosted by Lord Alderdice in collaboration with Lib Dem Friends of Palestine. |
Lib Dem Voice Articles![]() Calling out the Gaza Genocide – Judi Conner, 18 September LDFP Committee Member Judi Conner reflects on the UN’s landmark report on genocide in Gaza, and on the Lib Dem leadership’s decision to plainly recognise Israel’s actions for what they are. ![]() Time to drop the pretence – Israel is no partner for peace – Jonathan Brown, 11 September LDFP Vice-Chair Jonathan Brown condemns Israel’s bombing of Qatar as evidence of its disregard for peace, international law and human rights, and urges the Liberal Democrats to take a bolder stance. ![]() Occupation, imprisonment and injustice: the case of Marwan Barghouti and the global silence on Palestinian detainees – Oliver Simpson, 3 September LDFP member Oliver Simpson examines the case of Marwan Barghouti and the wider mistreatment of Palestinian detainees, highlighting systematic abuse, torture and impunity within Israel’s detention system, and calling for urgent international accountability. |
| Lib Dem Activity on Palestine This month, as Israel’s genocide in Gaza and deepening occupation across have Palestine continued largely unchecked, the Liberal Democrats have taken an active role in challenging government inaction and holding leaders to account. Our leader plainly described Israel’s actions as genocidal and boycotted Trump’s state banquet in protest over Gaza, while Lib Dem MPs and peers have consistently raised the plight of Palestinians in parliament and pressed ministers to adhere to their obligations under international law. Here are the highlights: Leadership Statements Ed Davey: What is happening in Gaza is a genocide and the UK must do all it can to stop it During his closing speech at Party Conference, Ed Davey delivered one of his most powerful interventions on Gaza to date, declaring:“Nothing – nothing – can justify what the Netanyahu government is doing to innocent men, women and children in Gaza. We have all seen it. The baby boy – starving and skeletal – held tight in his mother’s arms. The crowds of desperate people, rushing to get food. The bodies of children, killed as they queued for water. Children. A famine unfolding before our eyes.” Citing the conclusions of leading Israeli human rights organisations B’Tselem and Physicians for Human Rights-Israel, Ed stated: “What is unfolding in Gaza is a genocide. And the United Kingdom must do all it can to make Netanyahu stop.” He called for urgent UK action to end the genocide, lift the aid blockade, secure the release of hostages, and support the creation of a viable Palestinian state. Watch the speech. Ed Davey on Israeli airstrikes in Doha ![]() On 10 September, responding to the Israeli airstrikes in Doha, Ed Davey condemned the attacks as a reckless breach of international law. He warned that Netanyahu’s actions will undermine efforts to secure a ceasefire and the release of hostages, urging Keir Starmer to summon the Israeli Ambassador and make clear that the UK will stop supplying F-35 parts for use in Israel’s bombardment of Gaza. Read the Lib Dem press release Ed Davey calls for reversal of block on Palestinian visas ahead of UNGA ![]() On 9 September, following a meeting with President Abbas of the Palestinian Authority, Ed Davey called on Keir Starmer to summon the US Ambassador to demand the Trump Administration reverses its decision to block visas for Palestinian officials travelling to September’s UN General Assembly Session. Speaking after the meeting, Ed called President Trump’s decision to block the visas “reckless and callous” and said it is “absolutely essential” for Palestinians to be represented. Read the Lib Dem press release Parliamentary Debates (18 September) House of Lords – Gaza: UN Commission of Inquiry Report ![]() Lord Purvis: “The Minister refers to preventable famine in Gaza. Starvation as an act of war is expressly prohibited by the additional protocols to the Geneva conventions. As the Minister just said, this is now happening. This is a war crime. This is the first conflict since those additional protocols to the Geneva conventions were accepted by the United Kingdom when we have not taken action against those responsible for carrying that out. Why?” Watch the debate Read the debate transcript (10 September) Westminster Hall – Occupied Palestinian Territories: Humanitarian Access ![]() Danny Chambers MP: “The situation in Gaza is absolutely appalling, with schools and hospitals bombed, people killed at aid stations, children shot by snipers and people deliberately starved to death. Everyone is trying to understand what further war crimes will have to be committed before the Government will sanction Netanyahu and his entire Cabinet. When we will stop supplying all arms to Israel, including parts for F-35s?” ![]() Brian Mathew MP: “No Israeli or Palestinian should be killed simply because of where they were born. The UK must play a proactive role in achieving a peaceful and lasting solution that ensures dignity, security and self-determination for both Israelis and Palestinians. The Government must finally recognise that they need to do more to ensure that Britain is not complicit in human rights violations, starting by immediately halting all arms sales to Israel.“The Government have still failed to release their legal advice surrounding the ICJ rulings on the occupation. Why? Will they now make clear what advice they have received regarding the legality of actions undertaken by Israel in Gaza? In the light of the confusion caused by the letter from the former Foreign Secretary, the right hon. Member for Tottenham (Mr Lammy), is genocide taking place?” Watch the debate Read the debate transcript (10 September) Commons Chamber Qatar Israeli Strike ![]() Calum Miller MP: “Prime Minister Netanyahu’s willingness to strike Doha will undermine efforts to secure the release of the hostages still held in Hamas captivity and set back the path to a desperately needed ceasefire…. Can the Minister confirm whether any UK entity, including the joint command at the Al Udeid airbase, was informed by Israel of the attack in advance? Will he confirm that, in addition to what he has already said, the Prime Minister, in his meeting with President Herzog today, will condemn yesterday’s attack in the strongest possible terms and make it clear that the UK views it as a flagrant breach of international law?” Watch the debate Read the debate transcript (8 September) Commons Chamber – Palestine Action: Proscription and Protests ![]() Lisa Smart MP: “The arrest of 857 protesters under terror laws, following hundreds of arrests under the same powers last month, is deeply alarming…. There is no doubt that those using violence, antisemitic abuse or hate speech must face the consequences, but those crimes are already covered by existing law. It cannot be right that simply displaying a placard in support of a proscribed organisation, while peacefully protesting, can result in a conviction and up to six months in prison. Will the Minister urgently review terrorism legislation, specifically as it is impacting the right to protest peacefully, to ensure it is proportionate and contains the nuance that it so clearly needs?” ![]() Josh Babarinde MP: “Hundreds of peaceful protesters have been arrested this weekend in the name of national security, but in what way does a peaceful protester’s tactic of holding a banner compromise national security? If the aim of national security is fundamentally to ensure that we can live in a free society where our democratic freedoms are protected, can the Minister not see that the mass arrest of peaceful protesters is an authoritarian measure that undermines, not protects, those freedoms?” Watch the debate Read the debate transcript (3 September) Commons Chamber – Prime Minister’s Questions ![]() Ed Davey MP: “We have all seen the horrifying images from Gaza: the babies so thin from starvation that you can see their skeletons; the bodies of children killed while queuing for water; the emaciated hostages still held captive by Hamas. The Prime Minister has rightly said he wants to stop all that, so when the one man in the world who has the power to stop that comes to our country on a state visit, will the Prime Minister look President Trump in the eye and urge him to use his influence on Netanyahu and Qatar to make it stop?” Watch the debate Read the debate transcript (2 September) Commons Chamber – Foreign Office Questions ![]() Freddie van Mierlo MP: “It is clear that the stated war goals of many elements of the Israeli Government are not a ceasefire and a lasting peace between two communities living side by side in peace, but ethnically cleansing Gaza and preventing a viable state in the west bank. Will the Secretary of State therefore commit to sanctioning the head of the Israeli Government, Benjamin Netanyahu?” ![]() Helen Maguire MP: “The UN has now confirmed famine in Gaza City. More than half a million people face catastrophic conditions of starvation, destitution and death. This is a man-made disaster, described by the UN Secretary-General as “a failure of humanity”… Will the Government commit today to concrete actions to pressure the Israeli Government to lift the obstruction, including sanctioning all members of the Cabinet, including Netanyahu, who are complicit in the illegal aid blockade?” Watch the debate Read the debate transcript (2 September) House of Lords – Public Order Legislation ![]() Lord Strasburger: “In Israel, many citizens are lawfully protesting against the slaughter and starvation of the people of Gaza. By contrast, here, right outside this building, 522 peaceful protesters—also protesting about Gaza—were arrested under terrorism legislation. This spectacular own goal against our right to protest was the entirely predictable consequence of the Government’s proscription of Palestine Action as terrorists… When will the Government review and correct this overreach in the Terrorism Act 2000?” Watch the debate Read the debate transcript (1 September) Commons Chamber – Middle East ![]() Calum Miller MP: “The Prime Minister was wrong in principle to condition the recognition of Palestine on the actions of the Netanyahu Government, and wrong in practice, as he has been ignored. Will the Foreign Secretary confirm today that the UK will recognise Palestine later this month at the UN? The Government must learn a lesson and now apply relentless pressure on the Netanyahu Government, so the Liberal Democrats call today on the Foreign Secretary to finally sanction Prime Minister Netanyahu for expanding his military campaign and pursuing the illegal expansion of the E1 settlements, and to take the steps necessary to ban the export of all UK arms to Israel, including F-35 components.” ![]() Caroline Voaden MP: “We have a UN-declared man-made famine, children and babies being starved to death, and journalists murdered. Now the world’s leading genocide scholars state that Israel’s actions meet the legal definition of genocide. It is clear that painstaking, careful international diplomacy is not working fast enough, and the Gazans are running out of time. Is it not time for us to lead our allies in actions that Israel might take notice of: sweeping trade sanctions, sanctions on Netanyahu and his entire Cabinet, and a commitment that we will recognise Gaza at the UN with no conditions?” Watch the debate Read the debate transcript (1 September) House of Lords – Middle East ![]() Lord Purvis: “If the UK recognises Palestine, as we hope it will, it must surely be honoured as an act that is vital, urgent and needed to prevent the 1967 borders from being reduced and removed altogether. Bulldozing and occupying civilian areas in that border area is a war crime. Collective punishment is a war crime. Weaponising food and medicines is a war crime.“That is why we believe that the UK should sanction these extreme Ministers and Netanyahu, that there should be no arms sales to the Israeli Government at all and that the Government should now conduct and publish an urgent human rights assessment, as allowed for in the UK-Israel trade and partnership agreement.” ![]() Baroness Janke: “My Lords, the head of the World Health Organization has said that July was the worst month for cases of acute malnutrition in children in Gaza, affecting nearly 12,000 children under the age of five, all as a result of a manmade famine. In the light of this and the further bombardments of Gaza City, is it not time the UK took firmer action through the maximum licensing of sanctions, including on Netanyahu; ending all exports of arms, including surveillance support; and withdrawing conditions on the recognition of the Palestinian state?” Watch the debate Read the debate transcript |
| Early Day Motions (01 September) EDM 1772: Humanitarian situation in GazaTabled by Ed Davey MP and signed by 46 other Lib Dem MPsThat, given the ongoing humanitarian catastrophe taking place in Gaza, the ongoing captivity of hostages by Hamas, and the planned expansion of the Israeli military’s operations into Gaza City, an humble Address be presented to His Majesty that he will be graciously pleased to give directions that there be laid before this House, no later than 1 November, any legal advice held or provided by the Attorney General relating to whether there have been breaches of international law in the Israel-Gaza war (2023 to present). (08 September) EDM 1870: Mental health care in GazaTabled by Lisa Smart MP and signed by 25 other Lib Dem MPsThat this House expresses its concern regarding the ongoing humanitarian catastrophe taking place in Gaza, including the deeply alarming lack of access to mental health services; recognises the enormous importance in ensuring that everyone around the globe has access to high-quality mental health care; notes the destruction of the sole psychiatric hospital in Gaza in 2023 and acknowledges reports earlier this year that all remaining mental health facilities are either destroyed or no longer functional; urges the Government to sanction Prime Minister Netanyahu and his cabinet for their continued military campaign in Gaza and refusal to comprehensively lift the aid blockade and alleviate the humanitarian disaster; further urges the Government to immediately ban the export of all UK weapons to Israel, including component parts for F-35 fighter jets; and urges the Government to immediately and unconditionally recognise the state of Palestine. Written Questions (16 September) Victoria Collins MP Question: To ask the Secretary of State for the Home Department, what steps her Department is taking to support Palestinian students from Gaza who have been accepted onto UK university courses with (a) access to secure (i) English language testing (ii) visa processing and (b) other (A) administrative, (B) financial and (C) logistical travel requirements. Government response: Awaiting response (Due for answer by 13 October 2025). (16 September) Luke Taylor MP Question: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what diplomatic steps she is taking to secure the release of Palestinian children held in Israeli military detention centres. Government response: Awaiting response (Due for answer by 13 October 2025). (16 September) Sarah Green MP Question: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether she has had discussions with her (a) Israeli and (b) American counterparts on reinstating the United Nations-led aid delivery system in Gaza. Government response: Awaiting response (Due for answer by 13 October 2025). (15 September) Baroness Sheehan Question: To ask His Majesty’s Government what representations they have made to the government of Israel about allowing unfettered access to Gaza to independent observers and international journalists. Government response: Awaiting response (Due for answer by 29 September 2025). (12 September) Lord Roberts of Llandudno Question: To ask His Majesty’s Government what assessment they have made of their sanctions policy in relation to Israel, following that country’s attack on Qatar on 9 September. Government response: Awaiting response (Due for answer by 26 September 2025). (10 September) Helen Maguire MP Question: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment her Department has made of the potential long-term impacts of the conflict in Gaza on children in Gaza’s (a) health and (b) education. Government response: Awaiting response (Due for answer by 15 September 2025). (8 September) Angus MacDonald MP Question: To ask the Secretary of State for the Home Department, what information her Department holds on the number of people who were arrested at the protests in Parliament Square on 6 September 2025 who have since been (a) charged and (b) released without charge. Government response: The Government is absolutely clear that support for proscribed organisations is unacceptable. Anyone expressing support for a proscribed organisation should expect to be investigated by the police. Charging decisions are a matter for the police and the CPS who are independent of Government. The CPS regularly publish information relating to Palestine Action related charges. (03 September) Daisy Cooper MP Question: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, pursuant to the Answer of 6 August to Question 67990 on Hussam Abu Safiya, what recent discussions he has had with (a) the Israeli Deputy Foreign Minister and (b) Israel’s ambassador to the UK on (i) the reasons for the detention of Dr Hussam Abu Safiya and (ii) access to detention facilities for the International Committee of the Red Cross. Government response: We remain deeply concerned by the ongoing detention of Dr Hussam Abu Safiya and other medical staff from Gaza. We continue to call on Israel to clarify the reasons for the detention of Dr Abu Safiya and other medical personnel, and to allow the International Committee of the Red Cross immediate access to detention facilities. I have on multiple occasions raised Dr Hussam Abu Safiya’s case with both the Israeli Deputy Foreign Minister and Israel’s ambassador to the UK. Given the famine and dire medical conditions in Gaza, it is more essential than ever that medical workers are allowed to carry out their work safely. (01 September) Lord Strasburger Question: To ask His Majesty’s Government what assessment they have made of the report by the Joint Terrorism Analysis Centre disclosed in court which reportedly stated that Palestine Action does not advocate for violence against persons. Government response: The Government does not routinely comment on intelligence and security matters and it would be inappropriate for the Government to provide a running commentary on documentation before the High Court in the Palestine Action judicial review proceedings. Palestine Action has conducted an escalating campaign involving not just sustained criminal damage, including to Britain’s national security infrastructure, but also intimidation and, more recently, alleged violence, including the use of weapons resulting in serious injuries to individuals. That kind of activity puts the safety and security of the public at risk. Palestine Action has claimed responsibility for attacks which have seen those allegedly involved charged with criminal damage, violent disorder, aggravated burglary, grievous bodily harm with intent, and actual bodily harm. The gravity of these incidents is demonstrated by the Crown Prosecution Service’s independent decision to submit to the court that the offences allegedly committed by individuals in certain attacks had a terrorism connection. (01 September) Lord Roberts of Llandudno Question: To ask His Majesty’s Government what provision will be made for wounded children with no surviving family in Gaza who require urgent medical care to be brought to the United Kingdom for medical treatment. Government response: The Government is working urgently to get some of the critically ill and injured children medically evacuated from Gaza. The first patients are expected to arrive in the United Kingdom in the coming weeks. Children will only be transferred to the UK where it is clinically safe to do so and in the interests of each individual patient and where there is capacity within the National Health Service to treat them. They will be accompanied by their immediate family which means their parents, and siblings aged under 18 years old. Where both parents are deceased, they must be accompanied by a legal guardian. We will not be evacuating unaccompanied children. It is too early to say how long this process will run for and thus the number of children we expect to be evacuated (01 September) Susan Murray MP Question: To ask the Secretary of State for the Home Department, what steps her Department is taking to support Palestinian students in Gaza who have been offered places at UK universities to (a) complete visa biometric enrolment requirements, (b) travel safely to a visa application centre in a third country and (c) take up those university places in the 2025-26 academic year. Government response: The Home Office has put in place systems to issue expedited visas, with biometric checks conducted prior to arrival for all Chevening Scholars from Gaza. We are in the process of doing the same for a group of students who have been awarded fully funded scholarships covering course fees and living costs at UK universities so they can start their studies in Autumn 2025. The Government is doing everything it can to support their safe exit and onward travel to the UK. The situation on the ground in Gaza makes this extremely challenging. |
